Title: Adult Supervision

Hi All,

We held a Hike over the Weekend, where I ended up with a GSL with a Scout by themselves. My Understanding on the Scouting Policy is that you must have a minimum of 2 Adults if you have a scout with you. I know that you can have a scout in another room as long as you are in view of another Leader.

Is this Correct or do some Groups have different Polices.

As far as I know as long as you have another leader within both ear and eye shot, thats ok.

For guidance on the code of behaviour that you should follow see the details on the "Yellow Card"on the Scoutbase.org.uk web site. The yellow card states:

"DO plan activities that involve more than one other person being present, or at least are within sight and hearing of others"

I am not sure if this applies in this situation, but the context does.

(The Yellow Card should be issued to all leaders and carried with them at all times.)

In general a leader should not be in a position where they are alone with anothe Scout. This is often very difficult to put into practice, particulary in a group where there is only one leader. I also find it difficult when I am expected to be at the PL's council, and this is held on another night away from the Scout Hut, sometimes at my home. In this case I ask another leader, or parent, to be present at the meeting as an observer.

We have had a problem in Kent where a leader was alone with a Scout and the Scout made a complaint of inappropriate behaviour against that Leader. The situation escalated to the Group, then to District and finally to County. The Leader was suspended from Scout meetings pending a full enquiry. In the end the Scout said "I made it up as he said something nasty to me". This just shows how prudent it is never to be alone with a Scout.

Hi All,

Sorry Another Quick Question. My Understanding is that any adults, who take part in a Scouting Event, where they will not be supervised by a Leader at all times, Like a Camp. Must be CRB Checked!!!

Can someone tell me where this is in the Scout Associations Policy Rules.

The following was taken from the ScoutBase web site:

Who must be checked by the CRB?

All persons likely to have access to young people must be checked using the CRB procedures. Such persons include:

Warranted Appointments, Skills Instructors, Activities Authorisations, Scout Network members, Scout Fellowship members and Helpers/Assistants. Additionally, Officers of Group, District, County and Area Executives (e.g. Chairman, Secretary and Treasurer) must also be checked as well as all adults, especially those attending camps, who may have more than just a fleeting contact with our young members. N.B. Lapsed Leaders, etc., must be CRB checked anew upon return.
